David W. Turnbull, CPA graduated summa cum laude from Frostburg State University in May, 1985 with a Bachelor of Science degree in Accounting and a minor in Business Administration.

That same year he obtained his license as a CPA.  David served in the audit and tax departments of an international accounting and consulting firm in Washington, D.C. before returning to Turnbull, Hoover & Kahl, P.A. where he currently serves as President of the company.  David has been actively involved in over 25 community organizations including leadership roles in Allegany County Chamber of Commerce, The Greater Cumberland Committee, Fidelity Bank (now PNC Bank), church council, Greater Allegany County Business Foundation, City of Cumberland Economic Development Commission, Frostburg State University Board of Visitors and MACPA Western MD Chapter.

David utilizes over 20 years of experience to review and deliver individual and corporate income tax planning and related return preparation engagements, direct audits in the governmental, nonprofit, and ERISA plan industries, supervise the preparation of interim and year end financial statements, and consult with small and medium sized businesses including business formation, ownership transitions, and business development.

Mr. Richard J. Hoover, CPA is a native of Cumberland, Maryland and Vice President of Turnbull, Hoover & Kahl. P.A. Mr. Hoover is a 1993 cum laude graduate of Frostburg State University with a Bachelor of Science degree in Accounting. Upon obtaining his degree Mr. Hoover joined Keller Bruner & Company, a regional CPA firm in Bethesda, Maryland where he received considerable audit and accounting experience. Richard accepted a position with our firm in 1996 and returned to western Maryland. In February 1999, he was promoted to Principal.
 
Mr. Hoover has served as the Treasurer of the Allegany County Chamber of Commerce for three years, as well as the LaVale Athletic Association. Richard has also been a member of the Finance Committee of the LaVale Methodist Church for four years.

Mr. Bernard B. Kahl, CPA, is a native of Cumberland, Maryland and is currently Vice President of Turnbull, Hoover & Kahl, P.A. Mr. Kahl is a 1992 cum laude graduate of Frostburg State University with a Bachelor of Science degree in Accounting. He previously worked in the banking industry for several years before starting his career at Turnbull, Hoover & Kahl. In 1999, he was promoted to Principal and now oversees daily operations at our Garrett County, Maryland office. 

Diane Bonner, CPA, joined Turnbull, Hoover & Kahl, P.A. in 1994, having previously interned with the firm from 1992-1993. Upon graduating summa cum laude from Frostburg State University in 1993, Diane worked briefly for a regional accounting firm located in Frederick, MD, before returning to her hometown of Cumberland, MD.  Diane earned her CPA designation in 1994 and is currently the Accounting Manager. She now has over 15 years experience in public accounting, specifically in corporate and individual taxation, financial statement preparation, tax planning, business valuations and governmental and nonprofit auditing. 

Windy Yates, CPA, is a Frostburg native, who graduated summa cum laude in 2000 from Frostburg State University with a Bachelor's degree in Accounting.  She then pursued her Master's in Business Administration at Frostburg State University and graduated in 2001.  Windy, currently a senior accountant, joined the firm in 2001.  She became a licensed Certified Public Accountant in January 2004, and she is a member of the Maryland Association of CPA's.  Windy has experience in individual, corporate, and nonprofit tax returns, tax planning, governmental and nonprofit audits, and financial statement preparation. 

Emily Kenney, CPA,  joined Turnbull, Hoover &  Kahl, P.A. in August of 2001 and works as a senior accountant with experience in individual, corporate, and nonprofit tax returns, as well as governmental, nonprofit, and ERISA audits, and financial statement compilations.  Emily became a licensed Certified Public Accountant in the state of West Virginia in August of 2003 and is a member of the Maryland Institute of Certified Public Accountants (MACPA).  She graduated magna cum laude from the Harry F. Byrd, Jr. School of Business at Shenandoah University in May of 2001, earning a Bachelor of Business Administration degree with a minor in information systems and computer technology. 

April Kenney, CPA, graduated cum laude from Frostburg State University in May 2003 with a Bachelor's degree in Accounting and a minor in Business Administration.  In July 2003, April joined the firm as a staff accountant, and in July 2007, she became a licensed Certified Public Accountant (CPA). April has experience in governmental, nonprofit, and for-profit audits as well as corporate and individual taxes.

Vicki Atkins has been employed at Turnbull, Hoover, & Kahl, P.A., in the Oakland, Maryland office as a staff accountant since October, 2005. Vicki is a spring of 2005 graduate of Frostburg State University with a Bachelor's degree in Accounting. She is presently working on obtaining her Masters degree in Business Administration from FSU. When she is not at work she enjoys singing in various choruses at her church, showing Holstein cows for Oakview Ridge Farm, and traveling. She is originally from the Orange County, New York area and has been a resident of Bittinger, Maryland since 2001. 

Diane Bolt joined our team in 2003 as the Corporate Secretary and Receptionist. Diane came to Turnbull, Hoover & Kahl, P.A. with over 20 years of office work experience.  In prior positions, her work included a wide variety of secretarial and clerical duties.  Diane has always lived and worked in Allegany County and the Cumberland area and prides herself on customer service. 

Tina Helmick graduated from Eastern Mennonite University in 2001 with a Bachelor of Science in Accounting.  She then worked for a local CPA firm in Harrisonburg, VA doing bookkeeping, payroll and income taxes.  In 2004, Tina and her husband accepted a two year voluntary service term at Laurelville Mennonite Church Center, a Christian retreat center and youth camp in Mt. Pleasant, PA.  In December 2006, Tina returned to the area of Cumberland, MD where she joined the team at Turnbull, Hoover & Kahl, P.A.

Janice McClintock serves as Turnbull, Hoover & Kahl's Office Manager and Administrative Assistant. Her background includes an extensive career of twenty-four years in the hospitality industry where she served as the Director of Sales and Marketing for a leading hotel in the area. Her marketing and public relation skills allow her to fulfill her current responsibilities that include marketing, product development, client promotions, advertising and promoting the firms services.

Dale Nicol received his Bachelor of Science degree in Accounting from Frostburg State University in 1986.  After graduation, Dale worked in Northern Virginia for thirteen years as an accountant for two businesses. In 2000, Dale returned to Western Maryland and began his career with Turnbull, Hoover & Kahl, P.A. where he concentrates his efforts on payroll and financial statement preparation and cash management.

Rebecca Rolf accepted the position of Secretary at Turnbull, Hoover & Kahl's Oakland, Maryland office in January 2005. A native of Garrett County, she received her Associate degree in Office Technology from Garrett Community College in 1993. In addition to her secretarial duties she also utilizes her bookkeeping skills in processing payrolls, preparing payroll returns and assists with financial statement preparation.

Tonya Shroyer accepted a full-time staff accountant position with Turnbull, Hoover & Kahl, P.A. A native of Hyndman, PA, Tonya graduated from Frostburg State University in 2007 with a Bachelor of Science degree in Accounting. Tonya will be assisting in the preparation of individual and corporate income tax returns, audits and monthly financial statements.
